The location appears to be somewhere by the Underbarn or Sandsfoot.

John Templeman has contacted me advising that he believes the gentleman at the front left of the picture is Alderman Thomas John Templeman J.P (1848-1919). Mr. Templeman was a Councillor and was Mayor from 1898 to 1905. He was also a major shareholder, if not the owner, of the Gloucester Hotel. there is also a portrait in the museum at Brewers Quay.
